Could the best tactical vote for those who vote for small parties be voting for the lib dems and getting PR?

If we had proportional representation it would give a stronger voice to the greens, socialists, communists, ukip, bnp, english democrats and other small parties. So if these parties want a better chance to get there policies looked at should they not vote lib dem and get PR?

What is a VPN?
