How can I call premium rate lines with my 3 contract phone?

I have a mobile which is on a 3 contract so I pay £10 a month for a certain number of minutes and texts. Whenever I call Sky to get my tv sorted I can't make the call because my phone says I am out of credit because my contract doesn't cover calls to premium rate lines. Can someone please tell me how I can make calls to premium rate lines on my phone? Thanks!
